This shyt is a joke. Lived in Canarsie most my life and since i was a kid the L train has been under construction since forever. Service not workin from rockaway parkway to myrtle ave, no service from broadway junction to bedford 
im talking damn near every weekend for at least the last 15 years.
Now you telling me you shuttin shyt down for 18 months??
So many damn people travel to ride the L train cause in this part of Bk thats the closest and most effective train to take.
And they are talking fluff when they say 18months. I wont be surprised if its not done until 3 years from the start date
