Why is that surprising to you?

People in Western countries read news stories from other parts of the world for decades earlier than 1906. Especially after the placement of international cables in the ocean for telegraphs

Because the other countries were no better at the time. Lynching and other forms of cruel punishment were still very very common in America , latin America and Europe. Although admittedly Europe was much more chill about it.Even Jrehs in Asia were on demon time in Korea , Russia, and china during the empire of Japan era
