I believe it to be true.
This is based on relationships, legitimate romantic partnerships, long-term dating, dating to marry, having a family, etc, types of scenarios, not linking up and fukking just to be fukking.
In other words, purposeful dating. Dating with a purpose and the intent of something serious down the line, y'know, as in settling down for good and hanging up the bachelor and bachelorette lifestyles and entering into that fiance-to-fiancee, husband-to-wife territory.
Most people, men, and women, who are conscious about their love life will never exceed a double-digit amount of relationships, the reason being that they're aware of not letting everyone and anything have access to them for numerous reasons.
Unless they're running themselves into the ground, as OP alluded to, being a hoe. Some people's idea of what truly counts as a relationship is skewed.
