I believe Ahsoka is talking about the OG Jedi that were killed by the Empire. I doubt Luke started a school this soon after RoJ. He probably still running with the Rebels cleaning up Empire remnants and training Leia.

It ain't like it was a gang of Jedi all of a sudden. It was just Luke
And before Luke ran off he still had to attempt to train up some new nikkas and we can reasonably assume 5 years ain't enough time for all that yet
