In the 2,000 years of nomad domination, few of the shepherd kings of Asia were indifferent to economic advantage. The rudest barbarian quickly learnt that it was preferable to tax rather than to plunder the merchant and the manufacturer... to encourage the flow of commerce was the surest means to the prosperity of his kingdom or tribe. The silk of China had long been in demand in the West, and the road through the oases of Central Asia had been for centuries a principal highway of world trade.
But before the precious cargo could be unloaded [in Europe], it must pass through the territories of Persia, the hereditary enemy of Rome, and in the constant wars between the two great powers, a trade embargo often stopped the flow [of silk]. In the reign of Justinian, an attempt was made to introduce the manufacture of silk into Greece, so as to render the Byzantines independent of supplies from the Far East, but the Roman business houses were unwilling to forgo the importation of more finished products from China.
The arrival of the Turks in western Asia opened up new and favourable prospects. Maniakh, a Sogdian chief with, one may suppose, a financial interest in the silk trade, suggested to Istemi [the Khan of the Gokturks] that he should seek direct contact with the Byzantines and himself offered to lead an embassy to Constantinople. The offer was accepted; the mission was despatched; and the envoys reached the imperial capital and presented their credentials to Justin II, the nephew of the great Justinian, in 568, and the Byzantine world received its first impression of a people who nine centuries later were to proclaim Turkish sovereignty over the city of Constantinople.
To the emperor Justin, Maniakh brought the offer of friendship and alliance in the name of his suzerain Istemi, and represented the common interest of the two sovereigns in maintaining an uninterrupted, commercial intercourse. The Byzantines were not unimpressed... Zemarchus of Cilicia was deputed to accompany Maniakh on his return, and convey the greetings of his imperial master to the Turks.
