So obviously it's a person's fault for waiting too long if their s/o isn't ready to take the next step, right?

But how do you know which is the right choice for when it's time to leave or hope it's one of those things where they'll be ready "soon"?

Is the person (usually a female) a dummy for leaving but still fukking with or entertaining in any way shape or form the person they know isn't gonna further commit to them after trying for years? And being pretty vocal/transparent about it?
