The truth is likely that Harley got over with her comedic stuff, then started training with Mercedes and improved some in the ring and then Mercedes wanted to work with her after they became friends/training partners.

Harley is just flat out undeniable and was always gonna get over eventually but I get the impression she's taken advice from anyone that'll talk to her backstage.

To be fair, they haven't really missed a beat with her yet though. Given her plenty of time in ROH to hone her in-ring and get more comfortable on the mic. Had her on Renee doing her back story. Featured matches even if usually losses on AEW shows.

They should retread a lot of her backstory for the bigger audience if she's going to get a proper push... the stuff with her Dad is endearing as fukk.
