Triple H became the ring leader of one of the largest factions in wrestling: DX. It was originally Shawn's. But eventually Shawn went heel and joined the corporation. HHH took it to new heights afterwards and they were drawing in big, big money. HHH should be higher.
the addition of xpac & the outlaws is what took DX to new heights. not triple h. he was the least over in the entire faction.

Huh? Bret and Shawn clearly carried the company from 1994-1997. Numbers were down then, and they would have been lower if not for Bret, Shawn, and possibly Razor.

You are not making any sense. Companies aren't booked around heels. The top star is always a babyface. Sting was the top babyface in 91-93 period when Flair was gone. He headlined almost all the live events and whatever storyline he was involved in (Vader/Rick Rude/Dangerous Alliance/Jake Roberts/Cactus Jack) was pushed as the top storyline on the show regardless of whether he had the title or not.
Holding the belt doesn't make you the top guy. Phil Brooks had the WWE title for 434 days.. he was never the bigger star than Cena on any show.

sting was obviously their most popular guy, even when flair was there but they didn't book him as THEE top star most of the time.

and sure holding the belt doesn't make you the top guy, but guys like john cena have had the belt so many times and had all of the WWE's eggs in his basket for so long, that of course hes gonna be seen as the top guy at that point, with or without the belt. bad comparison. meanwhile, sting wasn't even in world title picture thru half of that time period that youre referring to.
