Even if Big decided to be a bum and drop out of school and catch charges in the late 80's, that still means that Pac didn't live that lifestyle until the mid 90's.
I'm not shytting on Pac, but Pac was in the Digital Underground and switched his whole music career lane after that.
He was into acting before he started his music career.
He was all about political and conscience awareness while Big was about the street life he lived.
Pac didn't live that life.
You really cant compare the two. And one isnt better than the other.
I still think Pac is #1 and Biggie #2.....
