There is no credible scientific source that suggests that race plays a role in cognitive ability. Physically, there may be more truth to that statement, but even that is likely a result of traits developing in cultures/regions based on the need to survive.

So if there is no credible scientific support for his belief then he is operating in prejudice which is a clise cousin to racist. If he was not operating in prejudice he could simple provide the source for his claim and we could just discuss the research that led to his beliefs instead of his perceived prejudice.
