Best theory I've heard so far is that Savitar is a time remnant of Barry that he'll create at some point in the future.
Like maybe he'll make a time remnant to swap places with Jay in the Speed Force, or maybe he'll make a time remnant to save Iris right when she's about to be killed. Regardless the time remnant ends up stuck in the Speed Force and goes crazy and eventually becomes Savitar.
Would explain why he knows Team Flash so well and why he said "only one of us could live".
