I thought Zoom stole it when he poked him in the lab but Caitlin mentioned that if Barry couldn't regenerate so fast that she'd be seriously worried about his condition, so for now he still has the speedforce but he can't move due to his condition.

yeah, his body is able to heal faster due to his speed or something. Not sure how long the dampers work though.
