Even if we got $1,200 or $2,000, it still wouldn’t have changed the amount that those countries got. Those provisions were going to be in the bill regardless.

There is a reason why they make these bills overly complicated and unnecessarily long. To obfuscate what is actually going on. It's a smart congressional apparatus to make sure no one is actually checking for what your doing.
