I don't know if you read Greenwald or keep up with the inside war between Trump and the Deep state,but the CIA wasn't exactly "okaying" certain things,just as they haven't with past presidents.
People with true power also don't leave when administrations change,chairs just get shuffled.
The problem as presented in this article is that this was a path supported by then CIA director Mike Pompeo.
