Final Fantasy VI (III on Snes), no game comes close to topping that masterpiece.
The opera scene is one of the most famous scenes in gaming history, to the point where professional opera singers have recreated the scene in real life. Not only that, but even on the snes the music flowed so well with the synthesized voices that it felt like an actual opera happening within the game.
Dancing Mad is also equally famous, on top of being a full 18 minute song composed within limited constraints... The way the music & battle represents Dante's Inferno and the different stages of hell, each having their own distinct sections that transitions perfectly between each tier and even features references/call backs to Bach & Mozart (with a brief snippet of Tocata & Fogue in D Minor added for fun on the third tier) as well as counter melodies before finally accumulating into the final boss battle with an insane keyboard riff tossed in for good measure along with the Boss characters own motif which flows flawlessly and doesn't sound forced or shoe-horned in.
These are just two songs from the game, but in general the whole soundtrack itself is full of amazing music that have similarly been praised over the last 20+ years
