It works, pressure let's people know they're being watched and the public won't just let you slide bs under the table. I don't care how corrupt you are, every white collar crook knows that apathy is your ally. If the spotlight is on you, there's risk of either getting fired and losing power or going to jail.
e.g. on a much smaller scale, my local govt passed some law saying you had to get a plumber to do an official audit of your sprinkler system every year. This was some bs corrupt gimmick I'm sure some dude with connections to the industry came up with. Basically, charging everyone with a sprinkler system an extra $100-200 year tax. People called and wrote complaining that BS got recalled after one year.
And, like someone else said keep calling. Call once a week just to "check the status of things". After a while, even people who aren't in on the fix get tired of the pressure and will make changes just to shut you up.
