French President Emmanuel Macron, along with the prime ministers (PM) of the three Benelux nations, agreed on "concrete" proposals to submit at a meeting of EU leaders in Salzburg, Austria.
Increasingly, populist movements across the region are pressuring the EU to come up with suitable and effective ways to stop the arrival of migrants.
Dutch PM Mark Rutte explained that "agreements like those concluded with Turkey" were needed to build on a hard-fought migration deal made at an EU summit back in June.
The EU had struck a deal with Turkey in 2016, under which Ankara agreed to take back migrants landing on Greek islands in exchange for incentives, including financial aid.
"The European Union must deploy a form of the Marshall Plan for Africa, with a concrete operational ambition with African partners", Belgian Prime Minister Charles Michel said.
The four leaders also conceded that European countries of "first arrival," namely Italy and Spain, need more help to deal with the arrivals of migrants.
The countries of arrival "have a responsibility and they cannot get rid of it, but there must have financial solidarity,” Macron remarked.
However, the group stood resolute that the first arrival countries are mandated to take responsibility for the arrivals of the migrants, a major point of contention with Italian far-right Deputy Prime Minister Matteo Salvini.
Rome has, on several occasions, demanded that the EU rotate the ports where migrants are rescued, arguing that Italy was unfairly shouldering the arrival burden.

"The European Union must deploy a form of the Marshall Plan for Africa, with a concrete operational ambition with African partners", Belgian Prime Minister Charles Michel said.
However, its role in the rapid recovery has been debated. Most reject the idea that it alone miraculously revived Europe, since the evidence shows that a general recovery was already under way. The Marshall Plan's accounting reflects that aid accounted for less than 3% of the combined national income of the recipient countries between 1948 and 1951,[9] which means an increase in GDP growth of only 0.3%.[10][11]
Last year the French president came to Haiti (haven't been in years)and proposed some Marshall Plan for Haiti as wellIsn't tying money to political manipulation how Europe lost ground to the Chinese? Is this Marshall Plan some roundabout, almost-but-not-quite, form of reparations for colonialism? "Concrete operational ambition" should be clearly defined before any deal is even on the table.
So just like the Marshall Plan for Europe, it's a counter to China and an attempt to make Africa dependent on Europe in much of the way Europe is dependent on the US (especially for its defense).
Africa should be collectively giving Europe the finger for this.

Algeria Risks Sanctions if it Buys Russian Arms- U.S. ambassador
September 28, 2018
The United States is considering imposing sanctions on Algeria if it buys Russian arms, the U.S. ambassador in Algiers told a local news outlet.
The move against Algeria is part of measures taken under a law called Countering America’s adversaries through sanctions act (CAATSA), adopted last year, he said.
The same law imposes sanctions on any party that engages in transactions with Russian defense or intelligence.
Such sanctions can take the form of financial exclusion, a ban of dollar transactions as well as import and export bans.
The U.S. diplomat said talks are ongoing to push Algeria to reduce Russian arms acquisitions.
China was hit by CAATSA this month for engaging in transactions for purchasing Russian fighter jets.
China’s Equipment Development Department (EDD) (formerly known as the General Armaments Department/GAD) and its director were hit by the sanctions for engaging in transactions with Russia’s Rosoboronexport for the delivery to China of Su-35 combat aircraft in 2017 and equipment for S-400 surface-to-air missile systems in 2018.
