That list, nah.
Nobody outside of the playable cast and bosses from the first two games should be in the top 10, much less the top 5.
I'd go as far to say the top 5 should only be the playable characters from the first two games, too many there you could have gone with outside of the male/female ninjas: Raiden, Liu Kang, Sonya, Kung Lao, Johnny Cage, Jax, etc.
Those games and casts were too iconic to let anyone else have a crack at the top 5-10.

Raiden, Liu Kang, Smoke & Reptile are a bit low, no way Jax dead last. They def got Scorpion and Sub Zero right tho
