I like your second approach. Your first approach though is kind of iffy care to elaborate.
a lot of people live in this society because they have no other choice. they are essentially dependent on this system for their survival. their food, water, shelter, and medicine are all provided by the beast.
so the strategy is about providing people with an alternative to this current social structure so they are not dependent on the beast.
