I wouldn’t buy a used washer/dryer, but if I did, I probably would rather it still be connected just to make sure it worked.

I'd go new myself.. Another option is either a used appliance store or appliance outlet. The used store test all of their inventory to make sure they work. The outlet store sells new appliances, but they usually have exterior damages that happened during delivery.
