I don't think it would work like that this time around. Last time around Russia purposefully stayed out of it to avoid a larger war with the west. I dont see that happening right now. A Balkan war would immensely help Russia right now. It fractures Europe and creates a potential two front war for Ukraine down the road. Military aid from EU nations would have to double up to protect both Kosovo and Ukraine. And not for nothing but the Serbs have wanted to avenge what happened after that war and this is a prime opportunity to do just that. Also - I'm just wildly speculating I dont actually hope this happens.

Serbia has been crying about Kosovo for 500 years so it's not like they ever needed additional motivation. If anyone is looking for vengeance it's Albanians and they've had 15 years to tool up.

Russia has been exposed and is already spread out in Ukraine. US and NATO will step in right away this time, especially if there's a hint of Russian involvement.

Also speaking of vengeance what do you think would happen to Serbs in Bosnia this time around

Russia is probably not getting involved. Azerbaijan sensed weakness and just stole land from Armenia because they are no longer scared of Russia retaliating.
