The government in itself is atheist (insofar as the CCP is atheist, and the CCP is effectively the only party, even if the United Front coalition still exists) but the country is not. There are 5 legally-recognized religions, of which Islam, the religion of these Uighurs, is one.
The population has many religions yes...but the atheist govt creates the policies.
Sure, but they're policies that include legal recognition of religions, which is why it isn't an atheist country. Combine that with the fact that most of the population is religious, and there's no way it can be considered atheist as a nation.
