They could be lying,or it could be a misunderstanding. My family members went France and said they had to wait about an hour before their order is taken. And the servers just seemed like they were in no rush. So at first they thought they were being racist. But something about culturally they just arent trying to get you in and get you out like Applebees. So service can seem slow in some places if you are used to service in America.
Its easiest to conclude they might be racist. Which is why you take the L visiting places overly populated with white people. Cant fault them if they feel emboldened
