Easily an 8 out of 10.
Forget nostalgia bombs (which they do perfectly) the new additions of April, Splinter and especially Jones, are extremely fun. The added moves/combos are both easy to pull off and fun to watch play out as you juggle enemies relentlessly. The classic visual style is there and the leveling/power move system works smoothly, so much so that you tend to forget that they're even there.
However, the game doesn't have much replay value, as all the sidquests can be completely in one playthrough and you'll really only find a challenge with classic mode sans levels. I do enjoy how aoe specials are implemented now, and while you might get addicted to Taunt + Special spam, it still makes everything that much more riveting.
Maybe two playthroughs if you ant to experience the new toons with a group.
