In many places around the globe, white supremacists made a difference between black and mixed. In South Africa for instance. Over there, colored (mixed) were seen as belonging to a different group from black.
In reality, I think the one drop rule is a north-american specificity.

Their actions, history, and claims can be used to identify them.
So no, a mixed person isn't black, they're mixed. They can CHOOSE to identify as black or white. As the case with peanut she chooses to identify as black.
The system of white supremacy is a global system and operates differently in other parts of the world it still serves the exact same purpose.
In South Africa, separating "mixed" people into a separate group only serves to benefit white people. The people in the "mixed" group are closer in proximity to whiteness and will see themselves as higher on the totem pole than their darker counterparts. This only serves to benefit white people.

Socially, white supremacy has historically classified you by what you can pass for. If you're very light AND adapt white culture AND accept white domination AND denounce your black genes, you can get a pass as being white. Though if you slip up and get yourself exposed or embarrass the cac group, your privilege can be rejected at anytime.
