Whoever uses the data provides the “why.” For instance, I might create a database that houses the leading causes of death in America. One person might use that database to promote a healthy diet while another might use it to emphasize safety standards of vehicles. The database itself isn’t meant to come to any conclusions or make inferences, thats for whoever is going to use the data.
