Figure of speech, in some places in Europe they call anyone who is not ethnically from that country a black person/blackhead. Even blonde Russians.

Australia is a developed country and like most them there's racism and certain groups that generally are stuck in a wack socioeconomic situation. Like Afro Americans it's mostly due to historical/systemic racism that's hard to solve.

No one is black, black people is just a term and they are genetically from Africa.
Now yes, historically anyone of darker skin was called black in all societies. But generally speaking in modern times black people are of African decent. There's still aborigines on that historical shyt (with regards to anti racism activists etc) but in everyday language, black is not the term by which they are classified.
