Their tax liability being lowered by deductions and credits which often times turn into an overpayment of taxes that is refunded back to them is totally different to not being subject to income taxes at all

Case in point... when I worked and made somewhat over the poverty line in a year I got all my taxes back in my return.

No offense, but why don’t Puerto Ricans just claim independence? It’s clear the US doesn’t respect them. US would also have no issues with them claiming independence either, in fact they would probably welcome the idea since Puerto Rico has a lot of debt and suffers from natural disasters frequently.
