To continue the story of Superman being a true outsider, they could play Batman as the guy that sees Superman as the ultimate threat. So Bruce Wayne thinks he's helping the world by teaming with Lex Luthor to develop technology to fight against Supes. Only then, to be screwed over by Lex as he goes into full traitor mode by using the combined tech to develop military weapons, intended to sell to other countries.

I think JGL could pull it off idk if fans are willing to forget him not being Bruce in the trilogy . With as powerful as supes is in mos he has to be prep time batman to beat him
