It's not really a rule for the sake of being a rule or some deeper meaning philosophical bullshyt.

It's mainly a rule cuz these writers don't feel like and ain't got time to be creating new villi man every issue or get on some "villain of the week" shyt.

The have this rule in to salvage stories and give these hero's something to do and counter that "creative block" thar comes with creating a new villain, backstory, powers, color scheme, cosmetic appearance, plot, etc...... shyt gets old B

Most superheros can't kill because in the eyes of the public they're just vigilantes. They're not under any official government ruling so if they kill they're technically murderers. Read or watch Marvel's Civil War to get a better understanding.

Batman's run "Knighfall" does the best at explaining why heroes going around kill folks is retarded.
