SS1 and SS2 had major impacts and led to victories over Cell and Frieza (and Cooler and Bojack and other random ass movie villains). SS3 didn't do a damn thing, both Goku and Gotenks was in SS3 mode fighting Buu and he just looked at them like "
" and proceeded to beat their asses.... ironic that it was SS1 that beat Buu when looking back on it.

Nah the transformation was pretty quick and surprising to people that didn't know it was about to happen. Everyone could have assumed he defeated Frieza with that Spirit Bomb. Then he transformed the next episode. It was the damn Frieza/SSJ Goku fight that took like 10 episodes.

I never really like the debut of SSJ3 because all it was Goku powering up for 10 minutes straight. The debut of SSJ1 & 2 transformations had more significance because it dealt with overcoming ones personal barriers or being at an emotional breaking point to achieve them.
My theory on why Goku was the first to do SSJ3 was because he mixed going SSj2 with the kaoken technique. It's just a theory though.
