The Bucs made it for winning their division. I'm fine with division winners, even weak ones getting in. They should be playing in Dallas though.

They also likely aren't 9-8 with Tua playing a full year. 8-5 in games he played. 1-3 without him. (Plus lost to Cincy/GB while suffering an injury mid game).
I feel like you can't separate the two, part of the reason they are the 7th seed is the QB situation.
