I dunno the plot for this but I'm assuming whatever happens the government doesn't want to use Superman because he can't be controlled. They'd rather use low tier people like the Suicide Squad that are expendable and can take the fall if things go wrong.

You should see the look on their faces when Deadshot just mentions Batman's name in their pre-mission meeting. They should have played Shook Ones in the background cuz their faces were full of fear.

they did say that in this movie that Batman would be given a "boogyman" vibe
