I have Impact as the 3rd best show. To me, the best shows during the quarantine (in order) are:
1. AEW Dynamite
2. Smackdown
3. Impact
4. Ring of Honor

Impact would be higher but it has two automatic Fast Forward segments on the show. Desi Hit Squad and Tessa as the Impact Champion, that’s even without factoring the racist stuff. AEW hides most of the people I don’t like on Dark most weeks.

Regarding Pineapple Pete, i can see him going to Impact one day after Jericho beats him on Dynamite. I think he would get more shine if he was able to get to Impact

I know, and they've had some gems on there. For example, Jay Lethal's episode featured one of his classics with Jay Brisco.
The "best of" episodes have been better than some of the latest episodes of RAW, IMO.
