That's an unfortunate situation and it was very sloppy law enforcement work. Fortunately, the dude got money through a lawsuit.
Not going to go into much detail, but the fact that they forgot him there is awful because the location of these cells is away from normal foot traffic, for obvious reasons. So he couldn't signal for anyone even though people are regularly entering and working within the building.
