Not true. They preload new stuff in updates to be unlocked later. Same thing. People have data mined almost every addition. How is that possible if it's not in there waiting to be unlocked?

For example: More datamining from X-Kira hints at additional upcoming costumes, Dojo items, and more for Street Fighter V: Arcade Edition

Placeholders code not the actually data. Everything is now stored server side until release dates. Have you seen anybody playing with any DLC characters before their official release on PC. I think the time that happened was because Urien and Juri were unfinished betas in the story mode.
