The short story is that Abel, like Seth and Ed, were vessels created as replacement bodies for Bison to use after his old body is burnt out cause of his psycho powa. Man, Abel was so much fun in SF4

He had no memories since he was a doll and discarded. He recognized Guiles' sonic boom since he knew somebody else who could use the move (99% chance that somebody else was Charlie)
