Same as Alex. I agree with everyone that there should only be buffs unless a character is broken. A properly balanced fighting game is one that has EVERY character viable. That's all any gamer wants. To pick a character they feel fits their preferences whether it be aesthetically or mechanically, and to lose off the strength of their lack of skills, not because their character walks into a match inherently at a disadvantage its fuccin common sense.
The only warranted nerfs I saw were Mika (but they overnerfed her) and Chun-Li. Otherwise, what they did was okay, sans Urien and some of Laura (I'm biased since I have her as a secondary).
Then, they started taking away things from people who already struggled and took out a defensive option in meterless, invulnerable DP's. The game is rushdown at its strongest, and I'm an offensive player (Cammy main). At some points, it gets boring, but I actually enjoy playing with Cammy right now so none of it is stopping me. The game just doesn't have the depth it should in terms of mechanics and styles.
Capcom really didn't go with this well, and it's been a year and people still have valid complaints.
