According to a high level source within WWE, Steve Austin’s current relationship with WWE is worse than it has been in many years.
The falling out took place earlier this year, when WWE tried several times to have Austin appear on RAW in the weeks leading up to WrestleMania 29. Austin turned down every single request – which made Vince McMahon furious. Austin even turned down a suggestion that would have lead to a huge push by the USA Network to promote Austin’s appearance as well as some of his outside projects.
The rift between Austin and WWE has been kept very hush hush, but it does not bode well for the possibility of Austin wrestling “one more match” at next year’s WrestleMania.

not necessary jealous, but austin probably doesn't want to play second fiddle to the rock. when austin returns he wants to be in the main event in the biggest storyline

This is pretty much it. With his reality Show and his movie filming schedule his time pretty much spoken for already. He'd be more than willing to do something for them if his schedule allows it and if the idea is worthwhile. He has active career outside of WWE and he cant drop everything just show at the drop of a hat like Foley or Flair. He covered this on a episode of his podcast.
