I think he can, but Soderbergh is also someone who doesn't like to waste time on production so if he wants to make something, he just wants to make it and not spend time arguing about budgets and time frames and whatnot. Shooting this way allows him to drop the budget significantly so less time is spent on pre-production too.

As a budding filmmaker, it’s just another camera. There’s no shortcut on pre-production if you want to bring your vision to life.
