If you're in an ESPN league I'd start Hill at TE no questions asked and put someone in at QB. Otherwise, I'd probably roll the dice with him over Carr at QB, but there is some risk since Jameis is a pretty capable backup.

The reports are that he's the QB the entire game. They'll probably go with some wildcat style offense.
