IMMIGRANT TETHERS
This is bigger than Selby. San Antonio is trying heavily to urbanism their downtown and bring some vibrancy. This is part of it. To also attract tourist. Most southern cities need to take notes

Didn't the Atlanta Braves do the same thing? I remember Turner Field being built in my lifetime then they moved like 15 years later to the suburbs.
The Braves ownership wanted to revamp (gentrification) the surrounding area around Turner Field (The surrounding area is the hood) the project got down voted by the city of Atlanta.

Cobb County came through with a sweet property deal, The Braves liked it and packed up and moved.

San Antonio
at&t center was just built 20 years ago

only 10 nba arenas are newer than at&t center. Why the hell do they need a new arena?
I agree with this. It's a nice arena but the location is abysmal. The city did a horrible job with the planning. It's in the hood with no entertainment around it. They promised to "beautify" the Eastside and bring businesses to the community but did nothing.

First thought I had reading the title: WHY?

You would think it would have been built downtown in the first place??
