As a tourist, Scotland and Ireland would be cool. They know how to drink and have loads of tourist attractions (Guinness factory, Loch Ness etc.)
I'm from glasgow and it stems from footbsll/religious hatred lack of anything to do in poor areas and a huge drink and knife culture.
A lot of teenagers here sit and get drunk during the day the fight the lads from another area at night, usually using knives, baseball bats etc.
