This is paradoxical statement. Either men respect black men as masculine or or they don't as effeminate. Which is it? Well, studies say non-black men are more afraid of black men than they are of any other race of men. And this is due to black men's gifts and the inherent masculinity which comes with them. As such black men are looked as masculine--not effeminate--by other men.
Moving on, men in general, including non-black men, don't judge masculinity by whether a mann cares about a woman's hair. In fact black men ordering black women around and imposing the black man's will is seen as more masculine, not less.
Where non-black men lose respect in black men is in things like accomplishment, achievement, control of land, etc. But you are confusing their disrespect for black men's intelligence as disbelief for black men's masculinity. The latter can influence the former but in general few men want to meet a black man on the field of war.
