I hear you, but I think preventative changes will happen sooner than later.
NFL had certain rules on the books for decades. When high profile players/teams took Ls under the old rules, they were changed.
Brady lower leg injury. Favre losing an overtime playoff game. T.O. being injured by a horse collar tackle. Etc

Wife and I flew out to KC for a playoff game a few years ago. It was an ice storm and all. We had the warmers and everything and was still freezing. Anyone who does that with out proper preparation is an idiot.
