What prevents him from securing his own force? Is he essentially a technocrat with no gunmen on payroll? Does he have control over the funds pouring into the govt?

he's a technocrat and all his ministers are... and they do have control over the funds coming in now and they just passed a budget so we'll see what happens

and what prevents him from securing his own force is money and coordination... all there is in somalia is clan militias, al shabab, and other small groups... i cant even imagine how they're trying to build a force. Turkey and the African Union are there to help so we'll see with that...

I think Somalis are the most difficult people to rule, you can't win whichever way you go. If he gets the South under his control... the Northern states of Puntland and Somaliland will either demand they have more representation at highest levels or keep talking about seceding (in SL's case)

Shabab is still in the deep south though

Besides buying the loyalty of militiamen, is he in a position to create his own political party? Gather men as a personal guard? Create an ideology for the rulinh govt?

Besides buying the loyalty of militiamen, is he in a position to create his own political party? Gather men as a personal guard? Create an ideology for the rulinh govt?

The poltical party he is a part of is called Dam Al Jadeed... or New Blood in Arabic..

I forgot to mention that Hassan Sheikh Mohamud and the technocrats are rooted in the Al-Islah movement of Somalia. An off shoot of the Ikwan Al Muslimeen in Egypt.

He met with Morsi in Uganda a couple months back and he's been in Egypt... as well as folks from his government.

Yeah. I never believed in the TFG stuff, it just left me like :beli: ... just rinse and repeat.

But since Hassan Sheikh won unexpectedly in the 'elections' , and now he's looked as the first official President since Siad Barre... this is the only route to go and atleast its a man who has been in Somalia throughout the civil war and worked in some humanitarian stuff in the 90s and other institution building things.

Sharif was friggin useless for a guy who was with Al-Shabab in 2006 as part of the Islamic Courts Union. Definition of a sell out and being useless

What is the likelihood of Sheikh reinstituting the old guard of the ICU? Do they still exist and have legitimacy?

Just randomly read this now. ICU went different ways, but many of the guys who broke off with Sharif have become the security establishment on the government side for quite a while now. A good number of their fighters also became Somali govt soldiers. The ICU was a diverse gathering of many different groups including AS. It doesn't exist anymore as it was constructed. For better or worse the massive AMISOM presence and money backing the govt affiliated soldiers has meant that its been able to establish itself as a credible political actor, in the capital at least.

Also I've got to admit the Obama admin has made Somalia a more prominent foreign policy issue than any administration in recent memory. I actually think their recent engagement with Somalia has been pretty positive, especially compared to the recent past. They helped ensure that the TFG would officially end and now they seem to be investing political capital in backing the new President's government.

This announcement will mean a lot more if they stop their policy of engaging with regional admins when it comes to Somali policy and engage the new government directly.
