The answer is HBK, but I'll admit Kane is just as up there since he's always dominate in this type of match. The rumbles when Kane eliminated 1/3 of the competitors and eliminated Santino in 1 second breaking The Warlord's 2 second record is still gully to me. Had Kane been in the Rumble this year not only would he had beaten HBK's Most Eliminations record but his record of Most Consecutive Rumbles would have kept going... but instead WWE had him in that "Embrace The Hate" storyline foolishness that ruined all of that.
