That’s called false advertising. ExpressVPN uses shared IP addresses meaning 100s or even 1000s of users could be using the same IP at any given time. To be fair, it depends of how they did the count. If it was by actual IP, then it's probably legit. If it's done by the poster's flag, it's BS. Posters can change their flag to anything they want.
