His intentions are made clear (he wanted the fire) but what his plan was they didnt go into.
I thought it was strange that he could speak and sing but no other moneys or apes could. But neither could the lemur things that stole mowgli's fruit. So maybe the south jungle where mowgli and the panther/wolves live was more educated than the north jungle (where the apes and lemurs were later).

Also the elephants didn't talk... so IDK
