Refunds should be available up until the start of the conference. It’s been pushed back multiple times and there’s been limited, if any, communication. People paid for an event that set to take place in June, then, August and now it’s allegedly September. Schedules have changed, kids will be back in school, etc.Eh...its tricky.
If he pushed it back and is already locked in contracts for next year, it's probably best to make them non-refundable now.
Many in his demo are probably struggling and wanting their money back but it should be too late now to get refunds if he's communicated a rescheduling.
If he made them non-refundable and is not hosting the conference, well that's obviously shady.
To Tariq's credit, the only misappropriation of funds that I've seen was him raising money to build homes in Haiti during his Haitian Revolution doc with those homes never materializing. And his so-called bedbuck doc, which will be interesting how he spins that if he does get around to it because there is no evidence of that happening in the States.
Everything else he looks like he delivers on.

That's probably what he did, he couldn't do the conference so he flipped that money into a new conference and will use money from the Ogun juice to fund the new conference date.That money went into Ogun juice.
